Arnold Handbill Ordinance

A client of the ACLU of Eastern Missouri complained about the City of Arnold's ordinance prohibiting the placement of handbills on vehicles. Rothert sent the Arnold City Administrator a demand pointing out that this ordinance infringes on the First Amendment and demanded that Arnold suspend enforcement of the ordinance until it can be repealed.

The Arnold City Counselor responded on Oct. 19 that the ordinance will not be enforced until it can be amended.
