ACLU of Missouri has filed a lawsuit against the city of Kansas City and the Kansas City Board of Police Commissioners on behalf of Dyanna Black for failing to provide legal recourse if a vehicle was unnecessarily towed or impounded. 

Dyanna's car was towed after an unwarranted citation from a Kansas City police officer when she was not parked illegally. Although Black successfully contested her citation, the judge refused to reimburse her for impound fees. The lawsuit was filed in an effort to combat Kansas City's long history of predatory ticketing and towing. The case was settled, with Kansas City agreeing to adopt new policies.
