This federal civil rights lawsuit challenges police misconduct directed at homeless and homeless-appearing persons in downtown St. Louis. In October 2004, Federal District Judge Richard Webber issued a restraining order requiring St. Louis police to stop the harassment, downtown sweeps of homeless before events, and arrests of the homeless without probable cause. ACLU-EM is co-counsel on this case with Legal Services of Eastern Missouri, Washington University School of Law, and St. Louis University School of Law.
